Project Manager, Niagara River Remedial Action Plan
Summary of Duties
Responsible for leading the implementation of the Niagara River Remedial Action Plan (RAP). Primary responsibilities include project management, leading stakeholder involvement/ engagement and coordinating implementation of the Niagara River RAP. The incumbent is required to fulfill the requirements of the RAP coordination agreement between the NPCA and the Federal and Provincial governments with the goal of completing priority actions for delisting the Niagara River as an Area of Concern (AOC) by December 31, 2019. The contract is expected to conclude on March 31, 2020.
Duties and Responsibilities
- Develop and lead implementation of the annual work plan for the Niagara River Remedial Action Plan and lead in the development of a prioritized project schedule and budget of projects.
- Collaborate and liaise with U.S. Niagara River and Buffalo River RAPs and the Niagara River Toxics Management Plan; attend River Advisory Committee meetings; and, identify opportunities to work collaboratively on international initiatives, such as fish and wildlife projects, development of Binational delisting criteria, Niagara River Toxics Management Plan public meetings, coordination of outreach and reporting etc.
- Oversee and document all RAP-related projects, including preparation of an annual work plan, budgets and strategies for continued program implementation.
- Act as the lead contact in coordinating the Lyons Creek East Administrative Controls Protocol with affected agencies and provide regular reports to partners and RAP Committee.
- Lead/facilitate the development of a long term monitoring plan for the AOC.
- Provide support to the RAMSAR Convention
- Secretariat to RAP including: provide coordination and secretariat support to NRRAP committees; Convene quarterly RAP coordination committee meetings and monthly Steering Committee teleconferences; Maintain RAP files (digital and hard copy) and a library of all RAP related reports and documents.
- Lead implementation of Outreach/Community Engagement/Public Relations strategy including: Development and implementation of a communications/outreach strategy for delisting, to be reviewed and updated annually; Bi-national cooperation, work with US partners on various initiatives, hold bi-national public meetings, including the Niagara River Toxics Management Plan Public Niagara River Secretariat meetings and related public events; Preparation of communications materials, briefing policies, fact sheets, etc.; Update inventory of RAP information and reports as required.
- Prepare various reports including: Finalize draft reports on BUI assessments and coordinate preparation of final BUI assessment reports; Facilitate preparation and finalization of Stage 3 Report.
Qualifications
- Degree from a recognized university/college in physical, natural or applied environmental science program or equivalent
- Project Management Professional Designation preferred
- Ten (10) years’ related experience
- Five (5) years’ experience in Great Lakes or Connecting Channels Remedial Action Plan (Plan) implementation
- Five (5) years’ progressive project management experience
- Information technology skills to manage public outreach on the Niagara River RAP website and through social media
- Experience in planning, organizing and administering multi-jurisdictional environmental programs aimed at restoring and protecting natural ecosystems
- Experience working with community groups, federal, provincial, municipal and other agency staff, First Nations and indigenous groups, environmental activist groups, volunteers, concerned citizens, elected officials and other environmental management stakeholders
- Ability to maintain a high degree of confidentiality
- Excellent verbal and written communication skills
- Excellent customer service skills
- Excellent report writing skills and verbal communications skills, both technical and plain language
Valid Class G driver’s license & valid passport
Salary Range: $78,652-$98,315 (2016 Rate-under review) (35 hours per week)
