The Upper Thames River Conservation Authority is currently accepting resumes for the position of
Source Protection Coordinator. The term of this fixed long-term contract position will be from November 14, 2016 to March 31, 2018.
Responsibilities:
Reporting to the Environmental Planning & Regulations Manager, the Source Protection Coordinator is responsible for the implementation of policies for the Source Protection Plans of the Thames-Sydenham and Region consistent with the Clean Water Act. The position is responsible for ensuring the Assessment Reports are updated as necessary to reflect changes to vulnerability within the Region. These policies are to protect life and health of those relying on the drinking water sources of the region while adhering to the guiding principles of the Source Protection Committee. The position is responsible for coordinating the statutory requirements of Part IV of the Clean Water Act in areas where the municipalities have transferred the authority for Part IV to the Conservation Authority. The position will also provide technical support and expertise to the Source Protection Planning Committee, and work with internal and external technical staff to ensure that the interests of the Lower Thames Valley, St Clair Region and Upper Thames River Conservation Authorities, the Province, municipal partners and other stakeholders, including the community, are met.
Qualifications:
• University degree in environmental studies, geography, natural sciences, water resources, environmental or civil engineering, hydrogeology, planning, or a related field.
• A minimum of 5 years’ work experience related to major job tasks.
• Familiarity with the Clean Water Act, its regulations and rules
• Successful completion of the Ministry of Environment training for Risk Management Officials and Inspectors and Section 88 property entry within 4 months of employment in this position or at the first course held by the MOE;
• A thorough knowledge of stewardship and incentive programs pertaining to resource management and environmental protection.
• A thorough knowledge of applicable legislation, policies and processes pertaining to this field.
• Membership in, or eligibility in, the Canadian Institute of Planners, Professional Engineers Ontario, Association of Professional Geoscientists Ontario is and asset.
• Experience working in an interdisciplinary context and with multiple stakeholders.
• Project management experience and excellent communication skills as contacts primarily require the ability to identify and respond effectively to needs and requests that are difficult to determine.
Qualifications:
• A thorough understanding of Best Management Practices in various industries in the region and the ability to research and understand new practices or industries.
• A working knowledge of agricultural practices;
• A thorough understanding of the risks to drinking water sources and the ways to manage those risks.
• Exceptional written and verbal communications skills are essential. A demonstrated ability to facilitate group discussions overcoming divergent positions to arrive at consensus. Ability to communicate with diverse stakeholder groups including the community, governments and agencies at a political and staff level;
• A demonstrated ability to effectively negotiate and resolve disputes between individuals. A demonstrated ability to write and interpret technical reports, correspondence, etc.
• Ability to act as expert witness for tribunals, boards, courts;
• Proficiency with standard office software including MS Word, Excel, Powerpoint, database and information management software
• Ability to operate and interpret global positioning hardware and related software
• Strong analytical skills including the ability to read and understand technical data, maps and legal information
• A working knowledge of the Occupational Health and Safety Act
• A valid Ontario Driver’s License.
Wage/Benefits:
$36.87 to $44.84 per hour
Full time hours – 35 hours per week
