Environmental Monitor
Job Description
The Environmental Monitor will observe, record, and report on the environmental performance of the Gahcho Kué Diamond mine to the Governance Committee of Ni Hadi Xa. The position is technical and involves reviewing a wide variety of data and reports pertaining to the environmental performance of the Mine. The Environmental Monitor is also responsible for writing reports, providing oral presentations, and communicating regularly with De Beers, the governance committee, and communities.
The Environmental Monitor position will be site based on a 2-week-in/2-week-out rotation. Travel to communities for meetings and presentations may be required annually, as determined by the Governance Committee. The Environmental Monitor will be responsible for the following tasks as per the Ni Hadi Xa Agreement:
a) on-site monitoring of environmental effects of the Project and providing the Technical Coordinator with up-to-date information on De Beers’ activities at the Gahcho Kue Diamond Mine;
b) providing a shift report to the Environmental Manager and the Technical Coordinator;
c) when necessary, aiding in the review of environmental monitoring and management plans;
d) complying with the Safety Health Environmental Operational Procedures (SHEOP) and Article 7 of the Ni Hadi Xa Agreement (which details the procedures for cultural heritage protection) in the event of discovery or potential discovery of Heritage Resources at the Gahcho Kué Diamond Mine;
e) recording observations using the data tracking methodology, systems, and database adopted by Ni Hadi Xa;
f) participating in community reporting as requested;
g) proving an annual report to the Technical Coordinator;
h) participating in community caucus meetings as directed by the Governance Committee;
i) participating in meetings with De Beers as directed by the Governance Committee;
j) inspecting the Family Culture Region when the Traditional Knowledge Monitors are away from the region, when directed by the Governance Committee and resources allow;
k) participating in training as required;
l) participating in Governance Committee or subcommittee meetings as requested;
m) when necessary, acting in the role of Technical Coordinator; and
n) acting as otherwise directed by the Governance Committee or Technical Coordinator.
Reporting Structure
The Environmental Monitor will report to the Governance Committee of Ní Hadi Xa, providing reports through the Technical Coordinator, with the contract being administered through the North Slave Métis Alliance, one of the signatories to the agreement. While on site, the Environmental Monitor will be supervised by the Environment Superintendent. The Environmental Monitor will remain in regular contact with the Environmental Superintendent or designate regarding all environmental monitoring activity. The Environmental Monitor will be expected to follow De Beers’ safety procedures and site policies at all times and work collaboratively with site and contract staff.
Each shift the Environment Monitor will submit a report detailing their activities, the activities at the minesite and discussion of issues of concern. Each year, the Environment Monitor will prepare an annual report that reviews the year in question. Should an incident occur, the staff member will act as the on-site observer, relaying information back to the technical coordinator and Governance Committee as required. If the monitor is not on site, they need to be prepared to attend to the incident, with their travel being supported by NHX.
Minimum Qualifications
The following will be considered the minimum qualifications for the position:
● Appropriate education or experience for an Environmental Monitor. University, college and life experience will all be recognized
● Two years of work experience in the North
● Knowledge of and experience working with Aboriginal partners and communities
● Knowledge of regional ecology, fish and wildlife, vegetation, wetlands and water bodies
● Knowledge of protective strategies for heritage resources
● Knowledge of the regulatory framework of the NWT
● Proficiencies with recreational vehicles (snowmachines, boats, ATVs) and navigation equipment (GPS).
● Experience in the Arctic and/or potentially hostile remote environments
● Clear and concise writing, reporting, and communication skills
● Drivers License, Medical Clearance, Security Clearance
Preferred Qualifications
• Northern residency, in addition to membership in one of the five signatories of the Ni Hadi Xa agreement
• A Bachelor’s degree in a field associated with environmental monitoring. Other combinations of education and experience may be considered
• Further education, work experience or life skills may be an asset, particularly in the environmental monitoring field
• Ni Hadi Xa is looking for employees with particular suitability for this position. Any skills, experience or history not described above, but the applicant feels is important should be a matter of focus in the cover letter.

• Comfortable living in an isolated camp

Terms of Employment
This will be a 3-year term position beginning in September 2016. It is site-based and will likely adhere to two weeks on/two weeks off work rotation. De Beers will provide accommodation, food, and office space at the Gahcho Kué mine site as well as transportation to and from Yellowknife. The Environment Monitor must either already be a northern resident or be willing to relocate. Benefits will be provided by the North Slave Métis Alliance.
